Turkish Union of Chambers and Commodity Exchanges (TOBB) which cooperates with KOSGEB in an effort to increase our countrt's exports,has become an important stakeholder of SME (Small or Medium Enterprise)' s overseas trips. Turkish Union of Chambers and Commodity Exchanges cooperated with KOSGEB on a new support model which will allow SMEs  expand their oversease business trips and enable them to get into over seas markets so as to expand their export capacity by making them more qualified.With this support, an opportunity was created for SMEs to enable them follow product developments  and latest technical-technologies related to their sectors, to establish bilateral business negotiations in foreign markets,import / export products analysis and market research besides fair participation, industrial zone, factory, technopark trips and commercial capacities were aimed to be expanded. SMEs within the framework of KOSGEB Enterprise Development Support Program Overseas Business Trip Grants are  entitled to receive support in overseas business trips through chambers and commodity exchanges. What is Overseas Business Trip Support’’ (grant)? ‘Overseas Business Trip Support’’ is a support program designed by chambers,commodity exchanges and associations  that enterprises can benefit from by referring through Turkey Chambers and Stock Exchanges Union in order to  follow the latest technical-technology or sectoral developments and arrange  overseas business trip programs aiming at establish international collaborations. a.The support (grant) is provided through Turkey Union of Chambers and Commodity Exchanges by Small and Medium Enterprises Development Organization  What are the support items? a. Accommodation expenses. b. Transportation expenses (From the place of destination to the country where the business trip is organized or in case the travel is made to more than one country, airway / road / rail / sea transportation fees that varies from country to country). c. Translation, guidance expenses, fair entrance fees and meeting-organization expenses What is the amoun of support (Grant)? Maximum support to be provided per enterprise for each overseas trip; a. 5,000 TL, for North America, South America and Australia and Asia Pacific Countries  b.3.000, for other countries including the People's Republic of China TL.  The rate of support to be provided along the program is 60% (sixty). What are the activities that should be included in the overseas business trip? Bilateral business negotiations with enterprises and a visit to a fair which is published in ''National Participation Organization List of Fairs to be Organized''  should be included in an overseas business trip program to be included in the scope of support(grant) programme.However, if only one of these activities is carried out, the overseas business trip program should include at least one of the following activities. a.Meeting with professional organizations, b.  Meetings with Industrial  Zones, Factory,Technopark trips,Finance groups etc. Each activity within the scope of organization shall last no more than 2 days. Program for activities to be conducted  on an overseas business trip program must be compatible with eachother. How do the Chamber-Exchanges apply for an overseas business trip ? Chambers and Stock Exchanges apply to Turkish Union of Chambers and Commodity Exchanges(TOBB) for their overseas business trip program. Chambers / Stock Exchanges  takis into consideration the criterias indicated above , applying to the Turkish Union of Chambers and Commodity Exchanges (TOBB) in order for  Overseas Business Trip Programme to be included in the scope of support (grant) handing over ”Overseas Business Trip Program Application Form and Letter of Commitment“ and  ”Organizer Chamber-Exchange of Overseas Business Trip Programme and Information Document on the activities to be Performed“  at the latest 21 days prior to the commencement of Overseas Business Trip Programme What are the documents required to be included in an annex to the application form? The bilateral business meeting organizations to be held within the scope of fair visits, the bilateral business meeting attendance registration information of the  enterprises that will participate and request support is included in the application form appendix. During the bilateral business meetings besides the fair, information and correspondence regarding the place and time on a common platform for all enterprises to participate in the business trip programme and the firms to be interviewed one on one in the destination countries are included in the application form and appendix. Negotiations with professional organizations, meetings, industrial zones, factories, technopark trips, financial groups etc. are not considered in this context. In case meeting with professional organizations, industrial areas, factories, technopark trips, financial groups are included in overseas business trip programme correspondence with the counterparty related to these activities are indicated in the application form annex. If  Turkish Union of Chambers and Commodity Exchanges (TOBB) considers it necessary, It may request additional information and documents from the chambers-stock exchanges. What are the matters to be taken into considerations? In order for overseas business trip to be included in the scope of support programme at least 10 (ten) enterprises registered  in the Small and Medium Enterprises Development Organization (KOSGEB) database must be incorporated into the overseas business trip.In order for support grant  payment for overseas business trip to be made, at least 10 (on) enterprises must take part in the business trip and the enterprises requesting support should participate in all activities in the overseas business trip program. In case, due to their justifications less than 10(ten) companies participate in business trip , Small and Medium Enterprises Development Organization (KOSGEB) chairmanship decides whether to support the companies that apply for support.  Business representatives to participate in the business trip abroad; must be business owners, partners or employees. Chambers,stock exchanges, confederations, federations, foundations associations and cooperatives operating for enterprises and entrepreneurs  and management of small industrial estates and organized industrial zones, activity-area of the enterprise willing to benefit from the support grant and business lines covered by the overseas business trip must be compatible.

How doesTurkish Union of Chambers and Commodity Exchanges(TOBB) evaluate the applications? TOBB conducts the evaluation in accordance with the following principles; a. The rationale for the organization of the business trip abroad,  b. Detailed plan of the abroad business trip programme(Indicating starting and ending time and day-by-day programme flow),c. Detailed information on bilateral business meetings and correspondence with the counter party, d. Entrance tickets for enterprises, e.Invitations and / or confirmation letters received from enterprises, institutions / organizations abroad for the activities to be performed within the scope of the business trip programme, f.Compliance between areas of activity of the enterprises to participate in the overseas business trip and activities to be carried out within the scope of overseas business trip, g. In case of service from a organizer foundationin the overseas business trip programme, organizer foundationmust have A class cotac(Travel Agency Certificate), h. The duration of the programme is evaluated by taking into account the points such as compliance between The National Participation Organizationandstarting and end date of the fair. The evaluation is done within the framework of Turkish Union of Chambers and Commodity Exchanges (TOBB) Overseas Business Trip Pre-evaluation Checklist. As a result of the evaluation, the overseas business trip programme may be accepted, rejected or requested to be revised for a maximum of 2 (two) times. The final revision of the overseas business trip must be sent to Turkish Union of Chambers and Commodity Exchanges(TOBB) by the chambers-stock exchanges at the latest 16 (sixteen) days before the program starting date. If the requested revisions are not be made, the application is rejected. How is the post-travel report prepared? Following the completion of the Overseas Business Trip programme, ''Overseas Business Trip Programme Chamber-Stock Exchange Final Report'' is prepared by the overseas business trip organizer chamber-stock Exchange. Substitutive documents (photograph, official letter, fair visitor list, business card, news, etc.) are added to the final report. Turkish Union of Chambers and Commodity Exchanges(TOBB) evaluates documents related to The Overseas Business Trip that the final report and programme activitieshave been carried out in accordance with the approved programme. As a result of the evaluation, If found necessary, revision and additional information / documents may be requested for thefinal business report. If the Business Trip Final Report is not found to be appropriate, the overseas business trip is excluded from the support scope. What are the proceedings A SMEs should undertake? Under the coordination of TOBB, Small and Medium Enterprises Development Organizations (SME) willing to participate in KOSGEB supported Overseas Business Tripswhich are organized by chambers and stock exchanges should undertake the following transactions.

1. Registration for KOSGEB Database and Application for Enterprise Development Support Programme, 2. Application for participating in Business Trip to the chambers or stock exchanges arranging the trip. 3.Registration for travel programme through SME(KOBÝ) Information System. The enterprises that applied for registeration for KOSGEB(SME) Database and Development Support Programme in order to benefit from the programme must be  shall be a natural or legal person as defined in the Turkish Commercial Code dated 13/1/2011 and numbered 6102 and must be registered and active in the KOSGEB database. The enterprises and institutions / organizations register for the KOSGEB Database on the address www.kosgeb.gov.tr in accordance with the Procedures and Principles Regarding the Registration Process of the KOSGEB Database. In order for an enterprise to benefit from support grants within the scope of programme the Information Returns must be up-to-date. The company wishing to benefit from the programme fills the''Enterprise Development Support Programme Application Form''“through the SME (KOBÝ) Information System and enters ''Enterprise Development Support Porgramme'' and applies by clicking on the title''Overseas Business Trip''and confirms commitment letter that comes up finalizing the application. The Implementation Unit examines the application according to the SME Information Declaration and its active / passive status.The affirmation period of commitment letter by the enterprise is 30 (thirty) days from the date of approval of the application by the application unit. To participate in the Overseas Business Trip, application to the chambers or stock exchanges organizing the trip, after registering in KOSGEB(Small and Medium Enterprises Development Organization)database, the enterprise wishingto participate in the Overseas Business Trip shall submit its request for the overseas business trip to the chambers or stock exchanges by filling and signing the ''Overseas Business Trip Program SME Application Form and Commitment Letter''. Business representatives to participate in the overseas business trip; must be business owners, partnesr or employees. 3. The registration to the travel programme through SME Information System, The enterprise willing to benefit from the support(grant),applies through SME (KOBÝ) Information System in compliance with the conditions under the heading Overseas Business Trip Support Grant ''Support Elements'' in the code of practice of Enterprise Development Programme concerning support grant. The enterprise that wants to benefit from the support must apply through the SME Information System 2 (two) working days before the beginning of the business trip programme. The KOSGEB(Small and Medium Enterprises Development Organization)Implementation Unit evaluates the applications in accordance with the legislation. Application results are notified to the Enterprise through SME Information System. How do SMEs make a payment request to benefit from the support after the trip? The enterprise fills in the '' payment request form'' through SME Information System after the completion of service procurement and final acceptance of the overseas trip support Grant. Service procurement regarding realization, invoice and payment dates must be done after the date of approval of support grant application by KOSGEB(Small and Medium Enterprises Development Organization)Implementation Unit. After the request for support payment is approved by KOSGEB, the support payment is transferred to the bank account of the related enterprise. The main documents related to the support payment (Payment request form and its annexes) must be submitted at the latest within 1 (one) yearin accordance with the support payment process.  For Detailed Information and Forms: http://www.kobi.org.tr
