Chairman of the executive board Mahmut DÜNDAR, Secretary General Ahmet ASLAN attended the Employment Mobilization meeting hosted byTurkey Union of Chambers and Commodity Exchanges (TOBB) President Rifat Hisarcýklýoðlu on 25 February 2019 . The meeting was held with the participation of Minister of Family, Labor and Social Services Zehra Zümrüt Selçuk, Treasury and Finance Minister Berat Albayrak and Culture and Tourism Minister Mehmet Nuri Ersoy.
In his speech at the opening of the meeting, TOBB President Rifat Hisarcýklýoðlu stated that they were working together with the Minister Selçuk and Minister Albayrak on the issue of initiating employment mobilization, and that the incentives were designed with the confident attiudes of the two ministers.
Reaffirming that the draft law was added to the omnibus bill and was quickly published in the Official Gazette, Hisarcýklýoðlu said, "I would like to thank our ministers in the presence of such a fast moving Turkish business world. Here we are launching the 2019 Employment Campaign. We are taking the first step towards the call for employment mobilization by the President Recep Tayyip Erdoðan initiating the campaign. Our motto is'This is Turkey , Here is Business'.As TOBB, our sector councils and chambers-exchanges, we will introduce this campaign in 81 provinces and 160 districts in the most common way and work to ensure the widest participation.7Also, I want to call on all our business world and employers .Trust the power and the future of Turkey. Take part in the employment campaign, benefit from these historical supports.Ýmprove your business and contribute to the growth of the economy by at least hiring one unemployed citizen and be the first to benefit by investing in Turkey's future''.

Minister of Family, Labor and Social Services Zehra Zümrüt Selçuk
In her speech, Family, Labor and Social Services Minister Zehra Zümrüt Selçuk said that the country's economy has shown a rapid growth trend in the last 16 years but that it has been exposed to serious risks in the last five years.
Minister Selçuk stated that 'We have left behind many hardships such as gezi events, terrorist attacks, July 15 treacherous coup attempt by growing stronger and since the summer of 2018 the economic speculation established over the dollar was successfully managed and eliminated'. Selçuk stated ' To ensure Turkey's position among world's top 10 economies the the projects and moves on development will be continued without pausing'.
Selcuk continued her speech by stating that ' Turkey grew 3.5 times in 16 years , thanks to the reforms implemented in this process,Turkey rises to 43rd place in terms of "Ease of Doing Business" in the world.
Minister Selçuk, " The number of work places employing 727 thousand in 2002 has rissen to 1,9 million, the number of insured workers rose from 12 million to 22,3 million’’. In the same period the number of beneficiaries of our active workforce programs reached approximately 3.1 million, " she said.
Minister selçuk emphasized that the first 100 days of actions were completed successfully and the second 100 days of actions were about to be completed quickly. In this context, the services such expanding the easy employer application, extending active labor programs, facilitating foreign work permit from abroad have been implemented.
Selcuk, "I would like to give a good news here today.Thanks to the application 'how much I gain from incentives' our employers will reach the information present in the 100 Day Action Plan concerning how much they benefit from the incentives and support we offer ''.
Minister Selçuk stated that "Today, here, in this beautiful atmosphere, I would like to share with you our new incentives. For each additional employment that our employers will provide until the end of April,as state we will pay the fees and taxes for 3 months. We will continue to pay the premiums and taxes in the following 9 months ‘’. Selçuk who reminded that , In addition to existing employees all premiums and taxes of each insured person employed are met at the minimum wage level for 12 months stated that the minimum wage support that was initiated in 2016 was continued this year. Selçuk said '' the support duration that was applied for 9 months last year has been increased to 12 months this year''.
Minister of Labor and Social Security underscored that the enterprises with 500 or more employees was given 101 TL minimum wage support and the enterprises with less than 500 employees was given 150 TL minimum wage support . Minister Selçuk who indicated that the number of enterprises and employees benefiting from all the incentives is increase dy by day. Also, '' As ministry with 18 different incentives and support applications as well as the incentive we announced last week we provide support to more than 1.7 million employers and more than 11 million insurers and 150 billion pounds of support have been provided to employers since 2004 when premium incentives were introduced'' said minister Selçuk.
Treasury and Finance Minister Berat Albayrak recalled that they discuss on many platforms the steps to be taken in order to reduce the effects of the economic process in the country on SMEs, industrialists and tradesmen.
Albayrak stated that they came together to take the fruits of the strong coordination and synergy they have established between the public and the private sector and expressed that '' As stated last month on the occasion of the council attended by our President, we will provide 2.5 million new jobs in 2019''.
Albayrak, noting that a revolution is taking place in the field of employment stated that '' Today is the day when a strong fist shown against the scenarios intended to be drawn in the economy and the games played against Turkey. Also, today is a day when solidarity and the unity of our nation that has proved to be strong in unity shown to both friends and the enemies of Turkey.
Minister Albayrak pointed out that they set targets and strategies with the New Economy Program (YEP) and stated that during the period of AK Party governments, policies to increase employment have always been among the priorities.
Albayrak, emphasizing that for this purpose, since 2009, approximately 10 million new targets have been created, indicated that the new ones have been added to the targets they revealed for 2018.
Minister Albayrak epmhasizing that insurance premium indicates that the incentive is continuing stated "We have announced a new support programme by the law adopted in Parliament last Friday. Within this scope, all premium, tax and wage support of workers hired between between February 1, 2019 and 30 April, 2019 will be met for 3 months by our government ''.
Reminding that they have announced important packages in the access to finance, Albayrak said: an In January, with the participation of 13 banks we gave the good news of a loan package of 20 billion liras for our SMEs. With this package, we have provided significant support to the liquidity need of the real sector. As of today, with this package 20.3 billion credits were granted to 67 thousand 438 SMEs. A new package is about to be launced.We will announce it this week. Likewise, in the 10-billion liras- package we have announced for our tradesmen in the 3.month of the year through Halkbank we have reached 66 thousand 236 tradesmen in artisan lending totaling 6 billion 238 million liras. By the end of February, probably in the middle of March we will have provided a loan package of 10 billion liras exceeding 7.5 billion liras. Albayrak reminded the producers that they have announced a very important financing package related to the return to the modern greenhousing and their investments, and that they have taken important steps regarding VAT returns.’’ .
